In February 2021, the Highways Department consulted the Traffic and Transport Committees of the Tsuen Wan District Council and Kwai Tsing District Council respectively on the proposed works plan. Both committees supported the proposed project.
The proposed project and plans were gazetted under the Roads (Works, Use and Compensation) Ordinance (Cap. 370) on 16 and 23 April 2021.
No objections were received by the Government within the statutory period and the project was authorised. The authorisation notice was published in the Gazette on 23 and 30 July 2021.
